...and that's before they discover it's an ancient Roman burial site which is also the home of a rare newt and an endangered worm family.

Complete nonsense. It is a measure that Mr Mehmed is a member of 'The Peterborough Civic Society' who will put objections in the way of anything that anyone tries to do!
